Who is entitled to work in Canada?
There are two main categories of internationally trained workers (ITWs) who are entitled to work in Canada:
ITWs already living in Canada may be:
- immigrants with a legal status of Permanent Resident or Citizen; this group of ITWs is entitled to work in Canada similarly to any other Canadian
- refugees, who are only allowed to work in Canada once they obtain a work permit from Immigration, Refugees and Citizenship Canada (IRCC).
- International students with a valid study permit who are enrolled in an academic, professional or vocational training program at a designated learning institution or who have obtained a post-graduation work permit.
Foreign workers are individuals living outside of Canada who wish to work here and, in some cases, immigrate to Canada. It is up to the employer to recruit the foreign workers from outside of Canada, and to arrange a legal work permit through a series of legal processes.
